The answer is going to be no. And there are plenty of premium bots.

Well you'll see for yourself. I don't like bringing shitty news. But this has been said before to other users asking.

It's honestly not an idea system, very flawed.

But the community and quality of bots makes it a very minor issue imo.

Would you rather have a few minor issues and a great bot?
Or easy payment system and an instaban?

Can you give me examples of a free bot that's better than a paid one?

Quality div, robs abyss crafter, and prime nmz are literally one of the best runescape bots in the market right now. And they're all premium.

Its not a surprise that some free bots are better than some of the premium ones, for whatever funny reason arbiter decided to let the premium bots have no further requirements in quality than any other bot store bots. Depending on the type of bot author you are dealing with, the user will be pretty disappointed with the actual quality of so called "premium" bots. Another questionable decision if you ask me but thats how things work.

Meh, I'm with arbiter on this one. Users should have the ability to choose which bot they wanna use (using their brain).

I agree with that, but I think it's sad that we have premium bots currently on the bot store that either in their set of features and/or in their performance are by no means worthy of the title "premium", which kind of devalues the bot store in general.

Some free bots will be getting a time limit. Like you can only use it 2 hours before it logs out and you have to restart it.

Why would any free bot author limit the usage on their bots just so others can profit from it?

Some free bots that are trials for premium ones have a time limit, but most free bots don't and will never have a time limit.

Quality is not the only criteria for premium. Profitability is as well.

Think about what the term "premium" expresses.

The issue is exactly that, it's not one system, it's two, and they're completely distinct (meaning we can't integrate the two).

I don't disagree that it's bad, I personally would like to see a unified system.

True that, but a hypothetical not that great bot that makes 1300k an hour with little requirements could only retain its profitability if a barrier against mass botting is used.

Yeah also true. I have suggested earlier that we call the current premium bots "Paid bots", and give every dev the chance to get their bot reviewed by slash or party or somebody else, with the premium standards of ~2 years ago. When passing, those bots are marked as "Premium" on the bot store.
