I heard they cross reference same IPs to see if mouse movements are legitimate.
    Is that true?
Is there a safe way to bot old school and play rs3 at the same time?

If you're getting into botting could have at least 2 computers/laptops and would just need to use a vpn on the one you bot on and play legit on the other w/o vpn. Or if you don't have 2 comps you could look into a vps.

We have no reason to assume that botting on one account while playing legit on another one on the same machine/network is risky in any way.
The chain bans you are probably refering to are a measure by jagex to shut down gold farms, not to target casual botters.
As long as you don't run a huge gold farm, your legit account won't get banned.

One thing you might want to do is to delete your jagexcache every once in a while.
