Implemented Tray notification when bot throws an exception

    Also make it togglable

    Edit: would be helpful for people who bot while doing other things. A crashing bot may let the user die to a monster or something equally bad, that's why an instant notification would be very useful.

    already donezo - if you have client ui notifications toggled on you will get a notification if the ExceptionHandler gets an exception.
