You do not have any remaining hours because the "remaining 20 hours" you speak of were used by your other RM account. Those hours are being counted against you and will continue to be until they "fall off" on a 30 day rolling period. In short, you've used all 200 hours (across your accounts)...

RuneMate does indeed have a non-optional security measure in place that does not allow access to saved RS credentials except on the computer it is created on unless the user provides a Vault password they must then remember and provide on a second computer to decrypt their RS credentials...

When you log in with your email address what username does it show you on the top right of the client? Can you provide a screenshot?

Most VPNs should work fine with RuneMate. I would start by experimenting with other regions/countries offered by your VPN service and if none work, trying an alternative VPN provider.
