Yes, that's how a rolling average works :) But as opposed to the method you're suggesting where it resets to 0 and you have to wait for it to hit 0 before you can bot again, this lets you use your hours as they become avaliable. All in all you're getting the same amount of free hours/month...

Supporter doesn't give you free access to paid bots. It gives you access to supporter bots, which unfortunately there's only 2 currently and can be seen via: Bot Store - RuneMate There's really no incentive for devs to make supporter bots, and as such it's used mostly as a beta testing ground...
