EDIT: FIXED BY MYSELF. CHANGING LOCATION OF JAGEX CACHE HELPED ME (A symbolic link)
Move jagexcache (mine is located at C:\Users\Aaron\jagexcache) to a new hard drive or wherever
Open a command prompt (may have to be admin, unsure) and cd to C:\Users[you] or wherever.
Execute the command...
