I would guess he had at least $200 worth of credit expire on his first account while he had a large number of hours used, leaving him at -$200 hours worth of credit.

Not really, this is a case of someone trying to abuse/bypass the hour system and/or the account system and failing.

I don't think English is his first language, it's probably confusion over the system, especially given that he's spending hundreds per month on RM (as opposed to creating multiple free accounts).
