Still trying to learn to write for Runemate and still setting up intellij. How do I change the directory for spectre to see my intellij bots?

Hit the cog in the top right next to your name, then hit "Change".
You'll have to be in -sdk mode to start local bots. Just supply -sdk as a program argument and you should be all good.
