Implemented Dismiss OSRS random event NPCs

    I personally do it about 100% of the time when I play OSRS and I'm not afk. I think it would add in another human-like factor if there was an OSRSEvent that dismissed them. scripts bots that afk a lot could disable the OSRSEvent while they are afk, etc.

    I mean we still have the full event handlers built in, they're just disabled.

    Most people in OSRS simply dismiss them, hardly anyone completely ignores them. :/

    I vote we dismiss them as Defeat3d is suggesting. Not solve or ignore, just dismiss. In order to simulate a highly afk-ing bot the bot author could disable the RSEventHandler during afk periods and re-enable during active periods.
