You're being charged because you are starting and stopping the bot multiple times.

Read: Tutorial - Premium Bots FAQ

Why am I charged every time I start an instance?
Upon starting the bot you will be charged for the first hour of use. If you only run the bot for 30 minutes, you will still have been charged for the full hour. If you stop the bot manually and restart it, you will be charged again. If the bot breaks, doesn't work or you are overcharged and you feel as though you deserve a refund, refunds can be requested via the Sessions Panel, and are issued at the Bot Author's discretion. Please note that refunds are limited and exceptions can not be made, so be mindful when submitting your request. Submitting a request will open a new forum conversation between you and the Bot Author. Be sure to provide adequate information when submitting your request, such as:

A detailed description of the problem you encountered, and log files.

Any relevant logs

How to find your logs
Step 1. Open the RuneMate client and navigate to the toolbar
Step 2. Open the "Help" menu and click "View Logs" (see Figure 1)
Step 3. Sort by "Date modified" so you're looking at the most recent logs at the top (See arrow 1)
Step 4. Locate the log that contains the name of the bot you want the log for (See arrow 2)
Step 5. Drag and drop the logs to the person asking for them, either in Discord or in the forums.

Note: the logs may contain sensitive information such as your computer name but that's only in the logs with "runemate" at the start.

You can request a refund over at Sign in to RuneMate. Keep in mind it's limited to 6 refund requests a month. You'll be asked to give a proper explanation about the issue.
Mike is very helpfull and responsive, so I'm sure he'll be happy to assist you with any issues you run into.
