Bank is not open, Bank.isOpen() still returns true.
Even though that's not always the case, I am experiencing this bug right now.

Was on RS3. And like I said I can't reproduce it, or at least i haven't figured that out yet.
It was just after logging in, the bank hasn't been opened in that session.
