I mean, it can absolutely be done. The question is actually "is this FINANCIALLY worth my time". This would take hundreds if not thousands of hours to build out properly unless it was a group effort. Even then, the total user base would have to be exceptionally high (as would the hourly price) to justify anyone spending their time on this instead of something else.
