Question ConnectionException restricting launch on many WiFi connections

Having an issue launching any and all bots on some WiFi networks. I travel a lot and have to play at different locations daily/weekly usually and I find that about 60-80% of public connections and some home connections give me a ConnectionException error. Airbnb's, Hotels, airports, are some of the biggest culprits, but occasionally it does work there too, so I'm at a bit of a loss. I have done reinstalls, as well as clearing profiles and reinstall, several times in several locations, to no help.

The problem seems to happen arbitrarily to me, but I'm sure there's a reproducible cause, so I was hoping to get some help isolating it to be able to run scripts more reliably.
