Im starting the process of leveling alt accounts, so far ive just used one i made ages ago and picked up where i left off.

But about how many accounts can i make under one ip and power level them without any red flags (no i wont suicide any of the accounts they will all be under 5 hours a day but they will be doing the same thing.)

I'm still on my static IP and power leveled roughly 50 accounts from 1-60 woodcutting a while ago.

Just don't expect no bans, because they will get you at some point.
