Virtual Machine + VPN = Safe?

If I run a virtual machine, and inside that virtual machine run a VPN will this isolate the accounts run in that virtual machine from the accounts run on my desktop normally? Speaking of IP and HWID.

To clarify I only have one account and it is both a main and 100% bot. I would like to experiment with higher botting hour sessions and higher banrate things (runecrafting), but don't want to get my HWID or IP flagged.

you won't get flagged for 1 ban. That only happens if you're like a serial goldfarmer. Got 6 bans total and nothing's ever happened to my main or alt, both bots.
 
although yes, a vm + vpn should make the ip and hwid different from your host computer. There are also ways to detect if you're running in a vm though, but I don't think jagex really cares about that.
