Why are runemate botting hours shared by same IP?

So me and my brother both use Runemate. I just got a notification that my 200 hours have been used up even though i only used about 140. This is probably because of my brother also using this connection. My question is, why is it IP related and not just Account related? My only guess would be that players make multiple accounts and use the 200 hours on each account? Can someone confirm this?
