Now I understand - I thought I was getting the message for all herb patches, but it was just for farmer's guild because location in that tab doesn't differentiate between the three different zones, so you'll always get that message if you're planting in the allotments with herbs enabled but are below level 65.
Was just asking for help man - I did do my research and understand the three tiers in the farming guild, and wasn't trying to plant herbs there.
