Request API request: canActivate() method for magic spells

After dealing searching through the whole API I haven't came across this method or any other way to see if a spell is activatable.
By activatable i mean whether a spell is dark, or full of colors, for example if the player hasnt enough runes or the required level. The texture id and other interface parameters won't change.

iirc there's an interface that becomes visible/invisible depending on if the spell can be activated. It overlays the spell icon.

Edit: nvm, that's for the action bar xD
