I need an RS3 account that can do frost dragons. Coz I CBA lending an account every time (which is a challenge in itself, to manage to get someone to lend you an account). Preferably also 92 prayer, or close to that. High summoning level would help, but no biggie if it doesn't.

Budget being around 80 or 90 bucks, might adjust it if needed.
