Implemented Don't show thread changes in shoutbox

    Currently a new message is posted in the shoutbox whenever a thread is created or replied to and more often than not, i see the shoutbox spammed with these messages and you have to dig to find any real shouts. This functionality is redundant as that's what the New Posts widget is for.
