Alright Fellas, After extensively playing around with virtual machines and my own machine I have finally figured out how to fix the instance not starting error. It seems to be an OS problem. Windows 7 on virtual box worked fine. So here is a how to for you guys that are receiving the error comment if this takes care of your problem. This is a fix for windows 10. Only one I found.

First open up your start menu and search for windows firewall and open it.

Then Click allow app or feature through windows firewall.

Then Click Change setting that should open the edit options for you.

Then click allow another app. Click Browse and browse to your runemate folder and select Runemate.exe

Click add. Then scroll down to runemate and tick on all the boxes.

And you're done. When you open runemate next it will probably give you a prompt asking you to allow through firewall check both private and public and allow it .
Let me know if this works for you.
