I'd say it's realistic, rather than negative. Negativity would be if you lean towards the worst-case scenario when the worst-case scenario only has a 30-70% of happening. Here, the worst-case scenario has a >95% chance of happening.

I don't think Jacmob had much more "expertise" than any other programmer. Jagex employee's know how the bots work. There isn't anything that secret about bot development.

I don't think it matters that much. The concept isn't that hard for them to grasp.
Concepts might not be, but an actual insight into implementations and their possible/trialed strengths and weaknesses might be a bit more difficult.
