Implemented Notification changes/tweaks

  1. Make the Exception notifications toggleable, they do serve a point but when about 70% of the notifications are exceptions (especially recurring ones) then it gets a bit tiring.

    Make the bot push notifications a single notification, e.g. "Congratulations, your bots have been pushed to the Bot Store! (Revision ###)".

    First suggestion politely declined as that would passively enable devs to ignore bot-breaking bugs and reduce overall quality. Hopefully the grouped push alerts alleviate some of the alert spam. I do intend to implement an "Elevate" option to exceptions in the log to transfer them to @Cloud if you believe they are a client error.

    Exception escalation functionality implemented (orange exclamation mark). Use only when you're 120% sure it's a client issue and not a bot issue.
