Go into settings, and there should be a refresh rate textbox and a "display overlays" checkbox.
Make sure the checkbox is selected, if that's not the issue then changing the refresh rate to 30 or 60 might work. Hover over it to get the tooltip, it might tell you which one to set it to.

I've been doing that, but to no avail. No overlay appears :\
EDIT: When changing the refresh rate, it appears for .5 seconds then disappears
