Same thing happened to me. Make sure you installed as an admin as well, and make sure the compatibility is set.
Try uninstalling all versions of Java you have on your computer. Then restart, download the RuneMate installer, and just run it. It should download exactly what Java it needs and run from there. Please report your results.
@Arbiter The option: "Use decorated window" is the problem it has to be turned off. And @trotsesoesie is right Thanks man. It is resolved
