Allow Bot Author+ to gift free hours to users.

This could encourage premium authors to:
A. Refund users who they feel are worthy of a refund.
B. Encourage authors to interact with the community via competitions etc.
C. Allow authors to let users test their premium bots for a set time pre-purchase.

To stop abuse, restrict number of hours the can be gifted to a max of 24 hours total per day.
