Uh, yeah. Your hardware is quite outdated for anything but browsing the internet, editing word files and watching movies.
when you have cpu issues your cpu is obviously the bottleneck.... but tbh, with 4gb ram you wont be able to run more than 2 instances anyways.

Probably due the the 32bit jvm max heap size limitation being like 1.3gb after overhead. Sadly it's not avoidable as Spectre needs to be running on a 32bit JRE to communicate with a 32bit JRE. You can open multiple Spectre clients though, that's the easy way around it.
