extend your ram to at least 8gb, and buy a new cpu which fits your current build, OR buy a new pc. you can get pretty good pcs for 400-500 bucks or even less.

when you have cpu issues your cpu is obviously the bottleneck....
but tbh, with 4gb ram you wont be able to run more than 2 instances anyways.

Probably due the the 32bit jvm max heap size limitation being like 1.3gb after overhead. Sadly it's not avoidable as Spectre needs to be running on a 32bit JRE to communicate with a 32bit JRE.
You can open multiple Spectre clients though, that's the easy way around it.
